Leadership in Nursing: Analytical Essay

Advanced practicing nurses have long been recognized as having the potential for influencing health care policies on a local level and global level (Milstead, 2013). Their influence on healthcare policies not only protect the quality of care but also provide access to required recourses and opportunities necessary for a positive patient outcome. Therefore, advanced nurses must become active in the development of health policies to betters control their practice. According to The Levin Institute, (2016) globalization is “a process of interaction and integration among the people, companies, and governments of different nations driven by international trade. It is aided by information technology that can affect the environment, culture, political systems, and human physical well-being in societies around the world. It can take many forms and potential to link different countries around the world.

Globalization has resulted in an expanded awareness with regards to global health coverage among professionals, faculties, policymakers, and practitioners. Although beneficial to multinational corporations and industrialized nations, extending aid to poor and developing countries, globalization can be very controversial. Still, globalization can be crippling to developing countries by harming local businesses and services and eroding the culture and traditions of local populations (Milstead, 2013). Advanced practice nurses play a key role in global healthcare systems. Nurses are key participants in providing healthcare, advocacy, management, leadership, education, and research on global health. For this reason, nurse leadership is an essential tool for healthcare policy change in both developed and underdeveloped countries (Milstead, 2013). The role of advanced practice nurses e in ensuring access to quality healthcare is crucial for introducing various policy implementations that improve the state of health in any country (Baumann, 2013). This paper proposes a policy change that reinforces the role of advance practicing nurse leaders in ensuring access to quality health by citizens in both developed and underdeveloped countries.

Current Nursing issues related to Globalization of Healthcare

The global health industry is experiencing emerging trends that are likely to transform healthcare provision practices in both developed and underdeveloped countries. In recent years, there has been a significant movement of health professionals from one country to another. According to (Li, Nie, & Li, (2014) a survey conducted by the World Health Organization (WHO) revealed that seventy-seven percent of developed countries are facing a nursing staff shortage, all in which all counties are relying on nurses from abroad to ease this situation. As in developed countries, the global nursing shortage is also apparent in developing countries. This has occurred in the instance of shortages of professionals, nurses, and caregivers in a particular country which then forces the government to employ qualified health personnel from other countries. The developed countries may employ qualified nurses and other health professions from underdeveloped countries and vice versa (Lathrop & Hodnicki, 2014). In other instances, the movement of health personnel occurs when young graduates are pouched from one country to work in another country especially if they schooled in a foreign country. Migration to the United States has become increasingly attractive to many foreign nurses. It is seen as an answer to address the healthcare workforce shortage, however, a major concern that should not be avoided is its adverse impact on the quality of health-care treatment and outcomes of the patients (Yeates, 2010).

As such, a need for policy change would increase access to healthcare services in many countries with the help of nurses and other medical personnel.

The Proposed Policy Change

The current global trends identified in the previous section triggers a proposal for both the developed and the underdeveloped countries to adopt the universal healthcare coverage system. Universal healthcare coverage is a healthcare system that provides healthcare and financial insurance to all citizens of a country. In the united stated, for instance, the Affordable Healthcare (Obama Care) is a form of universal healthcare coverage that ensures health coverage for all eligible Americans (Nolan et al., 2018). The proposed universal health coverage in developed and underdeveloped countries would be a collaboration between the government and, private healthcare facilities, government facilities, and financial institutions to offer easily accessible health and financial services to citizens in need of healthcare services. Under this proposal patients, under properly structured guidelines will be entitled to immediate medical help through medical insurance schemes that would be affordable by all citizens.

Agenda Setting Strategies

To substantiate this new bill of health from any other existing health insurance policy, several important issues need to be understood to the stakeholders. The new health policy would accommodate all the citizens in both the developed and underdeveloped countries irrespective of their financial status, employment income, age, gender social or cultural backgrounds. This would ensure that the global health agenda for quality and affordable health for all individuals are being attained as provided in the international bill of rights. Nurses are acting as the spearheads of global health changes because of the vast information they know regarding healthcare issues. They will serve as the best sources in addressing the impact of health policies on the entire file of nursing and health practices (Nagelkerk, 2015). Nurse leaders will serve as the agents of embracing the policy change because of the crucial position they hold on the nursing practice. They will serve as the agents of setting the agenda for the introduction of the policy changes. In that regard, the global policy change in healthcare is going to accommodate cost, service, and geographical health coverage. This means that the global health policy would allow cross border health cover to ease the movement of patients for treatment at a relatively lower cost while limiting the movement of health professionals from one country to another in search of greener pastures (Wilson et al., 2016).

Universal Healthcare Theory

This theory states that healthcare needs are common to every human person irrespective of their social, cultural, economic, educational, political, and geographical inclinations. This is to suggest that no human or natural factor should hinder citizens from accessing quality care and that factors for providing quality health in a country should be distinguished from all other factors. Healthcare provision is a universal requirement that should be free from compromise by other factors. By this theory, every person will be entitled to an affordable and accessible form of care at any point and time.

Design Strategies

The strategy that would be used to identify the health issue that requires address by the heath stakeholders in the respective countries. The design strategies will be based upon the healthcare needs of the countries based on the financial capabilities of the countries. The second approach to providing universal health care is to apply evidence-based interventions that would help design the health policy to assist in designing the most appropriate health policy (Lathrop & Hodnicki, 2014). The design strategies would include improving the patient’s healthcare experience, quality of care, patient satisfaction, reduction of per-capital costs, and increase of health population that receives the coverage (Weston et al., 2018) Finally, networking to gain the knowledge from expertise can be important in designing the health policy to ensure complete health coverage of patients’ medical bills.

Implementation Strategies

Implementing the new policy for ensuring universal health coverage would require extensive knowledge and cooperation by health providers. Nurses play will play a magnificent role in implementing the strategy because they play an active role in the day to day healthcare provision. This goal will be attained through a comprehensive nurse leadership skills. Nurse leadership will ensure that nurses act as agents of attaining universal healthcare goals through the use of healthcare knowledge and skills. Healthcare stakeholders will require to collaborate extensively to ensure that every citizen in both the developed and underdeveloped countries receive the best quality of care required by the patients.

Evaluation Strategies

The evaluation of the new health policy will first be based on the comparison of the expected outcomes with the existing health policies. The proposed effectiveness would be compared to the existing healthcare policies in a move to measuring the effectiveness of the new health policy. The most reliable evaluation of the new health policy would be conducted a year after the policy kicks off so that the actual result of the change can be measured. The evaluation will also be based on the patient assessment of the quality of services given under universal health coverage. The impact on the economic state of the country will also be evaluated to determine the implication of the new health policy on the economy.

Conclusion

This proposal gives a clear picture of the role of nurses in promoting healthcare policy change presenting them as the immediate agents of passing information, attending to patients, and training other healthcare practitioners regarding the new policy changes. This proposal is going to attract several stakeholders interested in providing healthcare services to the population. The governments are the biggest stakeholder and will be expected to provide a larger percentage of resources to drive the new policy. This proposal is expected to produce positive results in the healthcare departments in both the developed and underdeveloped countries for an improved healthcare future.
